Development

At the start of the first world war, Far Eastern Navy had several modern large destroyers of the "1913" series under construction. Under the pretext of the war, Admiralty wanted more destroyers to perform various different tasks in the coastal waters. This was initially rejected by the financial ministry and thus a new "coastal destroyer" design was created. This was to be small and less expensive 2nd class destroyer which would relieve the larger destroyers for more demanding operations and fleet escort duties. They were officially classified as "torpedoboats", Torpedonostsy. Total of 30 units were ordered from 6 different shipyards.

All units were modernized between 1937-39 with new 76mm/55 KO 1925 g guns and improved ASW and AA weapons.
