Development

After the Far Eastern-Japanese war, the Imperial Navy begun massive fleet reconstruction program which was drafted after extensive studies of the war experience. One of the new emphasis in the building program was construction of submarines. As the navy was not completely satisfied with the earlier Lake-design PL 1907 g class, new order of for medium size submarines were given. This time Far Eastern Empire approached another American submarine designer, The Electric boat co. The American company offered similar submarine that was being build for Chile at the time. However Far Eastern Imperial Navy did not approve the design due its shortcomings and only after some redesign the construction of 4 boats was authorized. The initial patch of 4 were build in Seattle Construction and Drydock Company but the contract consisted plans and assistance consulting for future boats to be build in Far Eastern shipyards. Total of 27 boats were ordered of which 23 boats were build in domestic yards.

Characteristics

Small coastal submarines, single-hull construction. Had moderately good handling characteristics and were well liked in service.
