Development
After the Far Eastern-Japanese war, the Imperial Navy begun massive fleet reconstruction program which was drafted after extensive studies of the war experience. One of the new emphasis in the building program was construction of submarines. Dalzavod in Vladivostok was ordered to provide navy a 4 new submarines. As the submarine development in Far Eastern Empire was non-existing, Dalzavod seeked assistance abroad. With already existing business link to various U.S shipbuilders, they turned into the help of american ship designer Simon Lake.
Characteristics
Typical "Lake" design early submarines. Intended to be re-engined with diesels prior to WWI but the plans were dropped in 1915.
