here in Norway we call them for double bow ships. and they are not so very special, almost all ferries her in Norway have double bows, what making it special is that they have done it to an offshore ship!

Is this not just for ships that are effectively are going backwards (at least compared to waves) ?

basicly, for dynamic positioning ships.
