for the first time in Norway and with the experience we had from 22. July, and with a new doctrine for special forces. MJK (Navy special force) FSK (Army special force), and the Norwegian fast responding unit (similar to SWAT). are exercising together. in this small exercise they are getting readdy for the big terror-exercise they are going to have soon.
These men have standing order to shoot first ask later. that means that if you shoot after them with you puny gun, they are allowed to shoot back, if they kill you there and then... well it depends on which side of the bed the soldier have stood up on!

Good policy. Better to shoot and kill the terrorist before he can shoot innocents and/or blow something up.
I was told that the reason for doing so is that we are so few, that Norway didn't want to add the risk of just hide and wait for clearance from command. they give the men on the field that responsibility. as an politician said: "we sit in an office and get reports, they are out there"
