Black paint? Specifically on the tops of masts and the like. (See Settsu)

Does it have anything to do with smoke coming out of the funnels, (Ie. making soot stains blend in) or does it have some other function?

Appearance in peacetime was incredibly important... there is a story of how, when HMS Centurion was serving as a training ship in the 1920's, the older sailors would love to shock the new recruits by jabbing their boat knives into the barbette... where they would stick, held in place by the six inches of old paint.
