Good question. I noticed the Crown Colony class cruisers had the same thing done to them towards the end of the war and, while I don't know why it was done to them (perhaps someone here does?), for my drawings it was a limited and largely aborted attempt at closing over portholes that weren't really needed, in an effort to increase hull integrity and provide a limited camouflage benefit.

Very well done Nigel, but I think that the cruisers may have pole masts, before the installation of radar, especially in 1936. Tripod masts were introduced as WW2 continued and radar was carried. Of course it is an AU, not RL but your ships so much resemble RL Royal Navy cruisers I thought I'd mention it.
