Merchant ships belong under the flag of the country where they are registered. This days most shipping companies have a multi-national presence, for instance Holland America ships are registered in the Netherlands usually but are operated by a United States company (Carnival cruises).
Most of the big container ships operated by Maersk Lines are not registered under the Danish flag, where the company originated and still based (though it has a very big presence in the United States through their subsidiary APL (American President Lines).
To make it short the two ships Horizon and Zenith should be under Liberia, because that is the flag they fly.

That's right. But besides flag and ship registry ther are lot of picularities and moments. For example those Horizon and Zenith under Carnival Cruises operation starts their voyages at the USA ports. Their passengers were mostly american citisens and so on. Moreover, in 1990 Celebrity Cruises was an american company.
Most of shipowners register their ships in cheap and open registers such as Liberia, Bahamas, Cayman Islands, Kitts and Nevis, Malta. So, most of american cruise ships of Carnival, Royal cruises and others belongs to little country. That's not right desigion. Here in Russia most of airlines register their airliners in Ireland or Bermuda Islands. But that's not mean that this planes belongs not to russian companies. And, using this statement, I'll continue to set flag and country of the owner's registry, bun not the ship ))
