APDAF, zeps are never going to be a good bomber force. Anti-air artillery armed with incendiary shells (19...17? I think for the brits) will end their day fast. This is less bad for heavier than air aircraft, because they are not made of flammable materials, they are hard to hit, etc.
So you see, zeps will not dominate as long as you have both WW1 era aircraft and incendiary shells for your AAA. They were good for strategic bombing (just) before developments in burning shells as even without hydrogen they are made of flammable materials. But after that, no. Heavier than air is better.

As for why Zeppelins were so bad as bombers - they were doing well when they hit the correct country.

What he means is that bombing runs were rarely accurate. Also many missions were aborted with airships returning to base before reaching the target area due to poor conditions. As for successful runs, it happened all too often that an airship was brought down by British AA guns, fighters, and gusts of wind. Zeppelins when they were first introduced were a fear inspiring weapon, but their success and usefulness in war quickly fell apart as the British adapted strategies and developed new fighter aircraft.

After the first World War zeppelins in the military generally were used for patrols, and in Nazi Germany, as a piece of propaganda. Rarely did they see action, and after the second World War zeppelins were effectively ended, and with the rise of jets, so had the age of the passenger liner.
