i don't know but it might be possible that the starboard side has the bulwark while the port not, that might explain why the drawing apparently shows standard railings with something blue behind.

Yeah, they are railings. The port side has a bulwark going all the way to the bow, while on the starboard side the bulwark is removed to allow for the lifting horn and to allow for buoys to be lifted on board.
