I hadn't quite thought of that! I had an idea of "Ice Skimmers" which are small ships on skates which will use explosives and high pressure jets of stem from the boilers to break up ice behind it. the closest thing I have to a Habakkuk are relatively stable icebergs/pack ice which are armed and camouflaged
