As some have guessed this is the Ile De France. A big and fast liner that was, until the Normandie arrived, the flagship of the Compagnie Generale Transatlantique, commonly known as the French line.
Ile De France as built
In late 1928 the French were exploring the idea of placing a seaplane on their liners to speed mail delivery. the idea was to launch the aircraft with the mails when the ship was about a 1,000 miles from her destination. In 1929 the Ile De France was equipped with a catapult and used the CAMS 37/10 aircraft. The aircraft was a special modification of the naval spotter plane of the time, only two were built
The Ile De France served during WW2 as a troopship, and after the war regained her position as flagship of the French Line, after the Normandie was lost in New York
