Because I forgot to change the date. :?
Both were converted in 1938-39 to serve as mobile AA protection wherever it was needed, as war with the Allied Powers (including Seiran and Gotridge) was imminent. The idea was for them to compliment the land based AA in stratigic areas and/or cities, or areas where land based AA was impractical.

I'm currently working on the Fuzhokov and Makari Class heavy cruisers. The Zhumlo and Kolaki Class will also be completely redone at some point, but for now. a "Blacked Out" preveiw of Makari:
