When has that ever worked? It hasn't worked before so why should today be any different.
Historically the way to get rid of piracy was to remove their bases, but in an age where all you need is a speedboat and an RPG the pirates no longer need bases.
And shooting everyone on sight wont work since for every pirate there's several innocent fishermen. And having weapons on the boats aren't a useful indicator since the country is in complete anarchy and literally everyone need them to protect them and theirs.

The only way to stop the Somali pirates is to give the people actual valid alternatives. In order to do that you need to get Somalia back into some sort of order. Given the situation down there that'll probably require troops on the ground. Given our recent experiences in Afghanistan and Iraq I sincerely doubt any western country is going to be interested in that any time soon.

But anyway, just how dangerous is it to sail through the area?
Well, 2010 had the highest number of attacks world wide, 445. This number includes both successful and failed attacks, at the time the rate split about even, but it doesn't include the daily attacks on local fishing boats and other small vessels in the South China Sea and other unstable areas of the world. It also doesn't include attacks on oil rigs or ships in harbour.
But anyway, the majority of the registered attacks took place off Somalia (I think about ten or so took place in other places, especially Nigeria)
In 2010 more than 21500 ships passed through the area, meaning that the actual chance of getting attacked was about two percent, the chance of them succeeding was less than one.
Since then the number of attacks have been halved and the number of successful attacks has dropped to less than a fifth.

in this case here could western government help the african union with economy for establishing schools and works so the people in Somalia (and other places) have something do go to, and the could help around with equipment for farming.

In this way we let the African union deal with the problem, we just help them out with the economy for it. For hows better to help Africans than other Africans.

That's a good, old western thinking here Thiel. Don't work in Iraq, don't work in Afganistan and will definitely don't work in Africa. There is a very, very good line form Black Hawk Dawn about situation not only in Somalia but almost in all Africa.

In Somalia, killing is negotiation. Do you really think if you get General Aidid, we will simply put down our weapons and adopt American democracy? That the killing will stop? We know this: without victory, there can be no peace. There will always be killing, you see? This is how things are, in our world.

What I wrote is the alternative Thiel are talking about. The main reason for pirates, and other type of scum. Is that they doesn't have any work to go to, so they shuse a way they know they can earn money (allot of money on a good day). But if there was work available for them, many of them would chose work over pirates. they become pirate because there are noting else for them.

But that they can earn a lot of money on a good day is not helping us....

What man have to do in the end is: send in a type of police force to stop the pirate on land, and also stop them for hiring young boys. and at the same time man have to give them something they can go to, a work where they can earn money.

USA have experimenting in making desert farms and have had a lot of successes in that area!
