Thanks everyone, I'll proceed on this one.

The Fuzhokov is taking some time. In the meanwhile, here's the 1931 conversion of the Obonet Class.

Of the original 4 vessels, the Kalako was sunk in 1924 during the Second Russo-Cenet War. In 1926, the three remaining vessels were mothballed. During the Fleet Moderization Program of the late 20's and early 30's, the Obonet, Rewer, and Percher were inspected to determine if they would be converted to aviation tenders. Percher was deemed to be in inadequated condition and was scrapped. In 1929, Rewer and Obonet were almost completely rebuilt inside and out. The newly converted ships were equipped with 2 new aircraft, the Nakajima E4N and the Werlen FT. Both ships were present during the Aleutian Islands campaign of 1942, and were sunk during that same operation.

I have to say that looks awkward to say the least, and I really doubt you have the space to fit any aircraft below decks.
I tried sketching out a few configurations, but I kept running into the same problem I had with my Henrik Gerner class, she's simply too small.

Hmm... Mayhaps I should turn her into something else then.

I can see them being used as catapult ships for testing and for assisting flying boats but I don't see them being used as active units near the front lines.

You could alternatively convert them into floating AA batteries like the Kriegsmarine did with its old Pre-Dreadnoughts.

I'm tempted to say razor blades, but failing that you could always turn it into a receiving ship or coal or oil hulk.

Give her one big turret and turn her into a monitor she seems the right size if you give her a 10-12 inch turret.

I was thinking of something along those lines.

Here's some images I found that may be useful. Not many photos are available of them.
