Seconded. There's not a lot of technical information, but it does cover a lot of the different personalities and the German and British fleets. Unfortunately, in my opinion, it doesn't cover much of anything aside from the British and Germans: if you want anything on the other powers (A-H, Italy, France, Russia), a more specialized book would be necessary. But
Castles of Steel does give a good entry level history to WWI at sea.
