APDAF, it's both. Ones a trading name, the other is a nickname. I use JC on the drawings because CBA to right the full thing...
Well, one thing to think about is using the same type of power plant (steam, diesel, or gas turbine) throughout the entire fleet (both the commercial and military ships). With the Leanders it might be worth while to have some of your ships to actually use the same power plant (two 15kshp shafts) on some of the commercial ships.

As the steam powered cargo ships are slowly replaced with diesel ships in last quarter of the 20th century, I could see something like the Floreal class light frigates being put into use. They don't go very fast (only 20 knots or so), but they can keep it up in most sea states, and they have A low crew manning level (about 90 men and officers). The higher end option is something like a Holland Class OPV (which while it has an even lower manning level of just 40 [with space for 40 more], only has half of the range) or on the high end, something like the National Security cutter (large but capable of making 28 knots and with two hangers).

So to replace the Leanders, we are basically looking at OPVs, right?
So what about something like the Patrol Frigate 4921 from Ingalls be feasible or bit too large and expensive? And a Gowind would be relatively feasible right?
Which is more frigate like version of the National Security Cutter you mentioned IIRC
Also just to give a better idea on how much they would be getting modernized, currently the last major modernization leaves a Leander with a TAK-120 main gun, NSSM, Exocet, a RHIB, mini-typhoon, LW-08, Smart S, STIR 180, and WM-2X egg, all of which would have been added at various points since the John Company Leander entered service. I'm not sure if this really gives anyone any idea of how the ship will be modernized without an actual drawing being provided, but if it does, is it reasonable? I can go into more detail about the various modernizations through the years if needed (what is added when).

Yep, my guess is you are looking at large OPVs or small frigates. The appeal of an OPV is range and a general focus on reduction of manning costs, while a frigate will offer greater capabilities and speed, with reduced range.

Huntington Ingalls offers two version of the NSC hull. The first is the Patrol Frigate 4921 which adds improved radar, an option for an enclosed mast, 18 SAMs, Sonar, torpeados, and some SSMs. The OPV 4501 loses these in exchange for keeping the bow thruster, the full 12000 nm range, and the stern RHIB ramp.

Small frigates wise, are you looking at something similar to a MEKO A-100 or the similarly sized SIGMA version, or something more like a MEKO A-200/Valour class.( I am assuming former since the latter might be more akin to a large frigate than a small one

The leander has been added to the front page. And now:

1980's refit, and:

1990's refit.

I'm considering dropping the 80's refit (sorry trojan), but I'd like to get opinions.
There is one more refit after these...

note the 1990 refit.... the WM might be able to be replaced by something like SMART-S depending on the exact year, and at least the WM is fitted here less then ideal (and the search part of it is unnecesary because you already seem to have an targeting radar. I would also love to see the latest, more accurate drawing of the WM on board...
and do I see some fregat 75 parts there? :P

Just FYI one AB204 should be on the flight deck to show that it is carrier while the others are various schemes possible used. I was having trouble getting the AB204 on the flight deck with the railing successfully so I left it right above.
Ace the 1999 has a smart-S but I am using the WM to guide the main gun primarily and as a secondary Sea Sparrow director and not as a targeting radar. If the spot is still less than ideal or it would make more sense to use STIR 180 instead I will change it. I thought I had the newest WM  oh well will replace it with the new one. Yes there are Fregat 75 parts there, must have forgotten to tell Barnest the credits  sorry.

May I suggest that rather than having all the helicopters hovering above the deck like you have it now, you put however many you can fit on board on and above the flight deck and put the rest in a separate box somewhere on the drawing. That should clear up the confusion.

I just realised how big a change the 90's refit really is. New gun, new missiles, changed aa missiles, extended hanger, added torpedoes, changed decoys, rebuilt masts with new radars, new directors, even new sonar...
Bloody hell :P
