The description and the image are not of the same thing.

The image pre-dates the announcement by something on the order of 5-8 year.

and, as far as I can see, both are unrelated to both DDV or Flight 3 burke apart from the fact that they carry SPY-1.

I've served on 3 89 ships, one was a V4, a V10 and currently an A(V)15 and I've never seen a dome like this. Is it the new dual frequency SONAR for DDG-1000?

It's a version of the 89I Block 3 Planar arrays as envisioned back in the late 80s/early 90s.
