The Momo Class Destroyer Yagani, after being retired in early 1940, was converted to a radio target ship. In mid 1941, she was sunk by gunfire from the Asashio Class Destroyer Kasumi.

I respectfully disagree. It strikes me as a logical progression of an IJN heavy cruiser, and nothing wrong with some extra hull speed metrics (especially with what looks like rather immense - and wide - turrets). Would much rather have too much hull than not enough.

I present to you another cruiser, this time a CL. The six-ship Oyabe-class represented the pinnacle of IJN CL design, and they were the first IJN cruisers to not carry floatplanes. The main armament was 18 x 6.1-inch guns.

No torpedoes ... IJN build almost whole navy around type 93 torpedo, I don't think they would build only gun cruiser.

Actually "Oyodo" didn't have any torpedoes either. But she was the sole exception, every other ship and design had them...

Indeed Oyodo was a unique ship in therms of torpedo launchers, but in 1946 IJN arm almost every ship with 93's*. That sole torpedo model was a nemesis of yanks ships whole war.

* - I think ... :D

I have two queries on your CL design: aren't the TTs too low situated? Me thinks they'd be swamped by the fairest sea swell. Also, in fact, the IJN practice abhorred the notion of hull-mounted TTs, due to the fire and explosion hazard, most CL and CAs had a platform superstructure with openings to accommodate the swivel mounts above the hull structure (01-level). Secondly, what's that prominent aft superstructure a aft the big ventilator cowling? Doesn't look very Japanese to me? Is it actually some sort of hangar, after all?
