UW = UnderWater. The round rings on the hull are the Underwater torpedo tubes. :) There is nothing wrong with the above-water torps, IMO.

If Voltaire is using Dunkerque-style quads those are 130mm DP, not 155mm DP (Richelieu had triple 152mm DP).

I agree it's not cost-effective, OTOH if it's all you've got and you've got the resources to do it then why not? ;)
