Yes the ships were refitted during the war with the twin fore and aft guns replaced by the singles. That gives them two 6in and 8 4in guns for gunnery warfare plus 4 40mm auto cannons for air defense and 5 torpedoes. The 6in guns can be sourced from either Gotrige or British stockpiles (they were built to fit 6in guns anyway but Sierans had none available at the time).

And here is a WIP of the SRN Tanyurer as she appeared after her second extensive rebuild in the lead up to war;

Her forward superstructure was almost entirely rebuilt with only the armored conning tower remaining. Her original lofty masts were replaced by a simple pole signal mast and a lattice derrick support structure. Her four funnels were merged into two larger stacks though the lack of interior space meant that moving the original uptakes was almost impossible. A single centrally pivoting catapult was fitted aft of the rear funnel however no hangar was provided, leaving the aircraft exposed to the weather; a less than suitable arrangement. Finally (and out of sight in the drawing) she and her sister recieved new boilers and turbines which gave them once again a considerable speed advantage despite their light armament and negligible protection. Being pre-WW1 hulls, their hulls are beginning to suffer after years of abuse from either the North Pacific storms or aggressive crews pushing them too hard in bad sea conditions.

I still need to add a suitable AA arrangement and possibly HF/DF equipment. I mostly posted this for feedback on the rebuild so far and suggestions or comments or questions.

Saying that lack of hangar on a ship operating in arctic waters is "less than suitable arrangement" is a very nice euphemism. ;)
As for the AA - my guess (but for a date slightly later than 1939) would be to remove two pairs of the 4-inch guns on sides (retain only first and last pair). On the sides of the bridge and instead of the 4in under the catapult put 20mm AAAs and the pair of 4in between the funnels replace with (elevated) position for 2 quad 40mm.
For comparison - slightly larger Danae class cruisers had 5 6-inch guns, 1 twin 4-inch gun (AAA), 2 quad 40mm AAA and 8 twin 20mm AAA (some also 4 single 20mm).
But I'm not an expert on cruisers, so it would be good to have more opinions. ;)

I'll have to keep that in mind. I was pondering what to do with the 4in guns as these ones would be the modified WW1 mounts that lack high angle capability so wouldn't be of use for AA themselves. Sieran imported some British 2 pounder Pom poms in the 30s which have started to appear on more sieranian vessels for AA as the mounts are relatively compact and light weight.

Hehe, you're not wrong there about the hangar (or rather the lack of Sieran). The aircraft were incredibly exposed on the catapult especially on a relatively wet light cruiser. The reasoning for equipping them in the first place was to improve their scouting role with aircraft. A hangar could not be fitted simply as there was no space and one would make the ship top heavy (even more less ideal in the Bering sea).
Not long after the war itself began, it was decided to remove the almost useless aircraft (ship pitched too much in most seas to use the catapult and the aircraft engines frequently froze solid) and the heavy catapult and replace them with more AA weaponry and a first generation shipboard search radar.

Well I've finished (I think) drawing the modernized SRN Tanyurer as she looked in 1939. Here she is shown fitted with the experimental 'Glaz' (eye) radar detection set and early HF/DF , both of which were developed from reports of British, German and American equipment of similar functionality. The ship was also fitted with 2 quad mounted 40mm guns (again based on the earlier imported RN 2 pounders) and 20mm machine guns to improve AA defense.

Now we can see the evolution of this ship so far;

Though my idea was to have 40mm AAA positioned not one-behind-the-other, but rather side-by-side (that's why the second pair of 4in guns were to be removed) - like here
