In every other AU it would be either an early nuclear weapon or a very heavy conventional bomb, like Grand Slam or T12 Cloudmaker.
But because it's Your AU, then it could be everything, including a propaganda bomb with 15 tons of copies of "Collected Speeches of His Majesty The Emperor of Britannia".
From what You wrote, I'd say that this guys pep talks could "crush even mountains to dust" - they'd rather turn into dust than listen to it, lol. XD
