That's not a pipe that's the actual engine air intake (the big opening that is the cowl itself allows only for cooling air over the piston cooling fins).

It's not weird - in fact it's stunningly unremarkable. Much like many other smaller nations' light attack/liaison aircraft and especially trainers.

so here's the final (hopefully) version of this absolutely run of the mill plane

and since the ANBO VIII was "unremarkable" I present to you the fishplane

DOBI III, the plane that crashed both times it tried to land (the second attempt killed the chap who designed this and two other planes).
