Why not go for a 40mm/L70 M48 instead?
It has little to no deck penetration and with proper direction, it was considered adequate for dealing with the jets around at the time.
In fact, why not replace all the STAAG mounts as well? The Netherlands were one of the earliest countries to adopt the L70 and in 1953 it became the standard NATO AA gun.
