I've been trying to SS the design given the limited info provided, and 15,000 tons seems too much for the design...

I already have. All my designs are springsharped(except my two earliest), but I usualy don't post them.
Please note that SS isn't waterproof(pun intended), and has been messing with me. I've tried to compensate this where I know of it.
Also, the drawing doesn't following the SS file exactly.
"Laid down" means very little here, and is rather the design date.

The numbers do make sense. You have more deck and CT armor than I would have used which certainly accounts for much of the displacement.
