HISTORY:
_ From the mid-1950 's, the SOVIET UNION began the process of forming a new kind of aviation anti-submarine force designed specifically for use against submarines. NAVAL aviation before tackling these tasks, but in connection with the establishment of United States submarines fighting the threat from the sea has come to the fore. Nuclear power plants have dramatically changed the conditions and nature of the fighting at sea. Submarines were underwater in the true sense of the word. The application of Atomic Energy has almost unlimited possibilities of increasing the cruising full underwater speed. New dal′nohodnye self-guided torpedo and ballistic missiles immeasurably improved the possibilities of nuclear SUBMARINES, the drums are now largely have to determine the strength of the fleet.
_ On operational patrols in the early 60-ies American nuclear SUBMARINES armed with ballistic missiles, Polaris has been virtually undefended. USSR Boats in underwater situation approached our coastline, can at any time make a rocket Salvo, causing enormous destruction and leave untouched. All this required immediate and effective response. Combating nuclear SUBMARINES to prevent missile and nuclear strikes is one of the priorities set for the NAVY. In this connection, dramatically increasing the role and importance of aviation ANTISUBMARINE DEFENSE capable of effectively against enemy submarines.
_ "Large anti-submarine direction" in the development of the national NAVY allowed the attempt to realize in the metal that the revolutionary and unique aircraft as amphibious vertical take-off and landing VVA-14.
_ Key measures to combat the threat of the ocean depths were set out in Decree of the CPSU CENTRAL COMMITTEE and USSR CM # 1180 dated December 30, 1961-510, and to define concrete directions of work, both in the short term and in the long term, a series of integrated scientific research (R & D). One of them, NIR Pegasus (1961-1964), initiated development of VVA-14.
_ Basis for VVA-14 provided a draft amphibians Mva-62 was developed in 1962, R.l. Bartini as Chief Designer. And amphibian, and its creator have been phenomena very extraordinary for its time.
_ Robert Ludvigovich Bartini Struve-outstanding scientist, a gifted engineer, an outstanding personality. For years of work in the Soviet Union, he created the seaplanes GIFT (the far Arctic reconnaissance) aircraft "steel-6" and "Steel-7", developed the original scheme of other aircraft. From his pen came many works on aerodynamics and flight dynamics.
_ Studying the problem more seaworthy on hydroplanes, R.l. Bartini as proposed a new concept of take-off and landing on water. He offered to go through non-traditional, sitting down and flying on the water surface vertically. The proposed scheme will guarantee sustainability katamarannaâ Ludvigovich Bartini afloat even with waves up to 4-5 points, allowing the use of such a machine in the open ocean.
_ It is through this concept and developed a Mva-62. Amphibian was executed according to the scheme "tailless aircraft" with lifting engines located in build and marševym engine located in the rear of the legs retracting into the mainstream. To ensure buoyancy at the ends of the legs retracting had subtracted based flight floats. Management at high speed flight was carried out with the help of aerodynamic rudders. Small-using inkjet rudders.
_ Mva-62 was the basis for the design of a larger protivolodočnogo vertically for an ascending amphibian VVA-14.
_ Much of the new machine-aerodynamic layout, marševaâ and lifting power units, control systems for transient and in flight, landing gear with two inflatable floats and many other design elements were too unusual for its time (However, and to this day, too). All of this together and bereft of the opportunity to operationalize such a revolutionary car. But you can take off and land on water and land almost anywhere, high seaworthiness and the availability of on board opuskaemoj hydroacoustic stations (OGAS) outweighed all doubts. Among the amphibious aircraft were to increase the quality of its combat capabilities compared with conventional machines through the wide dispersal and manoeuvring capabilities, as well as of action of duty afloat.
_ November 11, 1965 Decree of Council of Ministers of USSR and the CENTRAL COMMITTEE of the CPSU # 935-320 "for new aircraft combat raketonosnymi submarines" which was the beginning of a full-scale development of amphibian VVA-14 (vertically vzletaûŝaâ amphibian with 14 engines). The Decree was followed by an order dated November 26, 1965 371 n-EI and technical requirements on amphibious VVA-14 with two marševymi engines d-30 m and twelve lifting RD36-35PR approved June 7, 1966 Glavkomami of the air force and NAVY.
VVA-14 was supposed to be part of the AVI

Supposing this extraodinary craft entered service, how much operation cost would it have?
