In 1930 the Royal Dutch Navy turned to various shipyards in Europe, to tender bids for a flotilla leader, for the Dutch East India fleet. Thornycroft shipyards in the UK designed a powerful ship.
The ship had a single funnel and 8 4.7" guns in twin mountings, 4 40mm Pom-Pom AA guns and 2 triple 21" torpedo tubes.
The ship was designed to carry a float plane for spotting, and all this with a maximum speed of 33 knots.
The ship, although built with destroyers standards had 1.5" protective plating along the sides, protecting the magazines and machinery spaces, and a 1" protective deck. The design was not built, but eventually the Dutch built the two Tromp class cruisers instead.
