The story behind the battle flag is an interesting one.
One of the Rising Suns actually deprived the Imperial Japanese Navy of a a baby flattop.
The Drum sank one of the IJN's fleet seaplane carriers- the Mizuho- in 1942. Shortly after her sinking, the IJN began converting the Chitose and her sister to escort carriers. Had the Mizuho survived, there is considerable possibility that she (and the Nisshin, sunk by SB2C's) would have also been converted to help replace wartime carrier losses.

The Drum's sinking of the Mizuho winds up being one of the most under-rated, but possibly one of the more important, submarine kills of the war.

No CoA, that's a Battleflag!

One of the reasons that I am pleased that she was saved and preserved unlike so many other important ships, like CV-6 Enterprise and CA-38 San Francisco.

I would kill to see any American cruiser of the period!

Unfortunately, the only preserved US WW2 era cruiser I am aware of is the USS Little Rock (CL-92/CLG-4) in Buffalo, NY and she is preserved in her CG config, not as the Cleveland Class cruiser she started as.

It's a well drawn battle flag but the decission is that it's allowed to have the ships crest/badge/CoA on the place. Flags can be shown on the vessel. Here is a picture of USS Drum's badge (in jpg). It had to be redrawn according to SB-standards

Is there any way that It could be kept? I have seen the Drum firsthand and the battle flag has been painted on a piece of metal that is mounted on the conning tower. From my understanding, late in the war the drum had this set up, this painted "CoA" could be taken down and stored elsewhere during patrols in order to keep with the policy of hiding identification. Subs only had camo colors late in the war, all other distingushing features, even hull numbers, were painted over. on another note, I personally like the display of the kills.

Yes and no. You could actually place it on the tower (as you seen it in real life) but then the scale would be different and probably very hard to identify the kills

make that impossible, as it is only something like 3x4 feet in real life.

Yes, but I will suggest you to do following: Make two editions! One personal design with the battle flag (= that one you've already drawn) and one with or without a badge for uploading
