That could be interpreted that the soldiers are the politicians and their weapons are the soldiers, either way something should be done

Usually when you see comments like the one in the macro there isn't a lot of depth of thought behind them.

Also the person who made the macro didn't interpret it the same way you are reaching for.

I think you're over-thinking it.
The way I see it it refers to the resources that goes into maintaining the worlds militaries.
In a perfect world all that money and manpower could be used as he suggest. Unfortunately it isn't a perfect world.
