This is the prop of the German K-130 Braunschweig class Corvette. It is supposedly the completed prop, to which I must ask: WTF?

I have only two explanation on this. because I have never seen anything like that before. and if this is a new type of propulsion system I will welcome any information one has on it.
1.
An very advance propeller. some i don't know how work.
2.
If I remember correctly it also had problems with the ship class propulsion system's. So this may be a German / Swiss solution to test the balance of the shaft and the gear unit. with the help of weights mounted on those poles that can be adjusted?

It could be a weight and balance simulator for while the screws are off in dry dock. it would let you calibrate the engine systems without risking the screws getting hit with debris.
