This is one of those things I never really thought about until now. Anyone know why navies use blue or red lighting inside the CIC? Is it psychological (help the crew focus)? Is it functional (the displays are clearer)?

Yes, blue light are calm and put less strain on eyes. Red also have psychological aspect, red is danger, alarm, men get more adrenals and that hunter spirit.
The latest thinking from Boeing apparently suggests that dim white light might be better than red light (not sure how it compares to blue light). Either way you're not going to see any lighting retrofit on any vessels already commissioned - it doesn't make a lot of sense budget-wise. So that's one way to tell how old a vessel is :p
