I may be remembering that particular passage wrong, but I do believe that's the reason given in Friedman's book on US amphibious vessels

I just checked. It doesn't say nuclear submarines, but rather fast submarines like the type XXI which had an underwater speed of 16,5kts and the Walter submarine which was even faster, which makes sense since nuclear powered submarines had yet to even enter the concept stage in 1946 when the original requirement was drawn up. Incidentally this category also fits modern SSKs. The fact that it took 20 years to develop and built shows just how radically different the Newport class is from its predecessors.

Actually, when you consider it that way it's no wonder the Kanimblas never really worked out. The RAN was trying to turn a design that predates the naval helicopter and vertical envelopment into an LPH.

Minor update. I ran into an issue when I placed the radar. The Newport had the AN/SPS-67 that used the SPS-10 antenna, however when I placed it on the drawing I couldn't get it to line up with the source drawing. Comparing the existing drawing to images available on the net it seems that the profile and stabilizer is wrong. I've included my take on it in my drawing.

The SPS-10 is often shown as sort of 'droopy' in drawings in order to show the shape of the antenna; it did not actually look that way in a real side view. The only appropriate change to the antenna part of the radar drawing would possibly be to 'square' the lower corners. I'll check the size of your base; it looks better but I suspect it is out of scale.
