because...
1. it is strong
2. it is not radioactive
3. the ship is sitting in water, so theres no fuel problem (except the gas)
4. the only exhaust is the steam, which is blasted into the water, underwater, and instantly turns back into water
5. it does not have any smoke that can be spotted over the horizon
6. IT'S STEAMPUNK!!!

Umms you need fuel for the heat required in a steamplant, hence either Oil/coal=smoke

umms its run on a fuel similar to propane, so yes, it does need to carry fuel.

I LOVE GATTLING GUNS!!! there are three on it to deal with pirates. What SAMs should i use? NEED HELP ON RADAR AND RADAR TOWER!!!

Propane is highly unlikely. Kerosene or something heavier is much more likely due to storage concerns.
