Wouldn't the frequencies be similar the world over?
I mean, I've conversed with operators all over the world, and you can't do that on vastly different freqs.

The frequencies are indeed the same. Different nations restrict what bands amateurs can use however.

My radio covered 144-148 MHz and 430-450 MHz (VHF and UHF). Those are the most-used for repeater systems and other chitchat with mobile rigs and handhelds.

Not like I can talk on them anymore.

Actually not a sea story,
My mother worked as a dispatcher for the Brevard County Sheriff's Office on the grave shift.
Very early one morning, when there was little comm traffic, the deputies started hearing someone not using SOP on their freq.
Listening in the deputies determined that the two perps were attempting to break into a warehouse. They were using two radios stolen from from another county that used the same freq as BCSO. Needless to say they were caught and had the experience of going to trial in two Florida counties.

They might just strip it down for the parts and copper wiring. There has been a rash of folks stealing things that use copper all over the US.
