Torpedoes weren't sized differently for different ranges. Instead, you basically governed the engine to a certain limited number of RPM. This set a given speed, and a related range- slower speeds gave longer ranges, higher speeds gave shorter ones.
In this time frame, you looked at the type of ship you were targeting (warship, merchant or escort), the range to the target (at 'closest point of approach') and the most optimum firing position you could reach- which could be limited by the target's course/speed, own ship's course/speed, the presence/absence of escorts and visibility. You then selected the proper speed for the torpedo based on these factors; most of which had some preset values just for this.
Length and diameter were functions of application, not range.
