Sorry, but, besides the impossibility of such a union (everyone with some historical sense know, for instance how the union between the Dutch States General and United Kingdom - no it wasn't officially Britain yet - worked 1689-1702, or the Swedish-Norwegian ditto. Of course we may not fail to mention the oftenmost torturous and contentious relationship between the Austrians and Hungarians...) I still won't believe in your flag-design. The Germans would in all likelihood complain about too much British dominance in the design, whereas the British, being generally abhorrent towards any such overt symbols such as the eagle would reject that in their flag... - People develop their psyche over the times, influenced by common historical, political, economic and social events and contexts; such was not the case between the German people(-s) and the British peoples, inspite of temporary alliances between specific realms during, say the War of the Spanish Succession or the Revolutionary and Napoleonic Wars. The fact that the British Royal family was a Hannoveran and Saxe-Coburg-Gotha, and the German Emperor Wilhelm II was a cousin of the British King George V doesn't mean the peoples will love eachother or embrace a closer union betwixt them. And that brings me to my next question: who shall be the reigning Monarch of this Empire?

Well I wasn't going with them coming together as an Empire until post-WW1, maybe heading towards what would be WW2 in the OTL. Before that it's an alliance, made stronger by the First World War.
However, APDAF seems to want them to be shoved together earlier, without regards to any sort of reason. I don't know...

That is the the combined naval cross.

They will combine there empires after Austria-Hungary collapses due to a Bolshevik like revolution.
And after the USA gets involved.
