In fact there was unpowered glider flight before the Wright brothers. Go look at Jean Marie le Bris.

Alexander Mozhaysky Made a powered take off some 20 years before the wright brothers, though he only went 60 feet.
Alberto santos Dumont made a powered flight a few years after the wrights, with his own design.

There are others.

Now, why do you want flight to not work?

Seriously? You don't have to use them. You could just say your nation's navies strategy doesn't include carriers... It's not amazing, but its better than "flight doesn't work... because"

APDAF: an suggestion for the aircraft: what if the engine was never invented (or later)
steam powered aircraft never took of, and it would also limit airships if they had to use wind and steam only....

for the ship: you'll need aft directors, but it's getting better now. now please do something about those ugly masts!

for japanese ships: the japanese rebuilds were basically british-stable designs, with tripod masts and all, and got extra platforms and armour during their pre-ww2 rebuilds. hence creating their 'pagoda' structures.

He has an aft director... on the turret. I couldn't find space for it during my rebuild...

I assume you mean the internal combustion engine ace? At that point, I want to design a steam bomber :D
Then I can bomb APDAF's ships with impunity!

I wish you good luck with that, barnest2 :P it is easier to let something fly on an nuclear reactor then on an steam engine.
