Beatiful drawing. Strange, the paper model on the net and the illustrations show the funnel yellow. And btw why don't they raise it anyway?

One word: money. They've been trying to save her but haven't had the money to do it. Apparently they are supposed to start building some sort of support structure for the turrets to prevent further structural collapses as she rusts away.
