I'd suggest you dump the 20mm over the side. Even by the mid-fifties they were considered useless as AA weapons and they required quite a bit of manpower to crew.
Also, no matter how decrepit your naval budget is, I'd expect you to have ditched the seaplane as well and replaced it with a light helicopter as well. Even counting the necessary rebuild, it's likely to be cheaper in the long run since the helicopter will be much simpler to maintain and will require a smaller crew to handle.

Please comment on the design,

The two missiles above ASROC are a SAM with 25 Miles Range and a SSM With a range of 20 Miles. On the larger vessels the SSM has a nuclear tipped varient

the WM-20 is an targeting radar and gun director first, and a short range missile director secondary. so I don't know if it is well placed on this ship.... at least, it is not well placed at that position.
the funnels aft are in an very weird position.
those directors.... what are they?
the LW-01 radar is maybe a bit TOO old. only a bit, as it was first used around 1965.... and 1975 the LW-08 was already in use. if this is an earlier ship then 1970-1975 though, you can use it, of course ;)
I think you should switch one of those asroc launchers for an mk13 or something, that way you can carry more and better missiles (2*8 missiles would lead to at least 8 SAM, 4 SSM and 4 ASROC..... that is very few of all, while you could make something like 8 ASROC, 30 SAM and 10 SSM...)

During the early 1960's the Bay class were all modernised with enclosed upper-bridge, the aircraft hangar and crane removed and replaced by a hangar and pad for helicopter. A small utility helicopter was found only at the end of the decade, and so for some time the ships were used without any.

Mk-13 fully loaded isn't all that light, and for something like this I'd possibly move to a Mk-22 GMLS. While you only get 16 missile slots, you still get 50% more than he has now.

ah indeed, I was forgotten there was an 'lightweight MK 13', the mk 22. that would indeed be the best, especially if some fixed harpoon launchers would be fitted.

Harpoon was in service (according to wiki) from 1977. Nearly a decade after the current date in Pax. Mid to late 60s is where you want to aim.

The Wasp class missile boat is interesting, in that no dedicated ship to ship missile was in widespread use in the Carnacian navy. As an iterim measure until such could be developed or bought, the Tartar missile was containerized and it's warhead optimized for an anti-shipping role. As a secondary armament for close in action, and for use against helicopters, a 20mm AA mount was included.

That being said, there's no reason why Harpoon couldn't be available a lot earlier. The only reason why the US didn't develop one earlier was because they didn't see the need.
