I read some of the comments at that site. Several had the same question I had, I thought there was some question on Phalanx's effectiveness and that Goal keeper was the standard CIWS for the Royal Navy?
Half the comments were "At least they are installing something" kind.

goalkeeper the standard? never heard of that... fact is, that the GK production lines are closed (well, maybe for south korea there is some line) and that the royal navy equipped both goalkeeper and phalanx on different ships at the same time.
phalanx is an good system, I personally think the GK does it's job better, but it costs 5 times as much as an phalanx as well.

And it has hull penetration, where Phalnax is bolt on.
