This Alternate Universe goes about China, the China wich it can/could be in differ from today. This Chinese AU contains a larger defence budget since the start, and has more needs for modernisation.
Unlike the Chinese defences today, this budget was inmidiatly large, and does not increase.
Chinese AU:
In 1996 China saw more needs for more units in their navy, and newer technolegy for their army/air force/navy. They began rapidly buying anything possible to increase their own knowladge even more.
Since 1991 China started developing objects that the Superpowers (USA, France, UK) had and their allieds. This included new generation fighters/helicopters, addition of stealth. And Continent-Ballistic-missiles. But what they where also developing where Aircraft carriers, Nuclear submarines, Stealth strategic bombers. Anti Task force missiles. These where the key for succes in the later stage.
In other words, China's need to become the most developed and biggest Superpower on earth whas great. And it still is!
China has since around 1970's the largest amount of people in Service, always 5% more then the 2nd nation. By 1992 the will was there to increase this to 15%. Thus making an amount of 2.860.000 people in service at the Defence branch. By 2011 this was already 4.733.390 million heads. This was supplied by an addition 14 million Reserve's. And another 700 million able to go in service (Age/health). This does not state that they all will be.
The chinese Defence budget was in 2011 around 400 billion USD (Around 32,236,000,000,000 Yen). This means that the Defence budget is 200 billion behind the United States defence budget.
The Chinese Defence budget does not include the Chinese coast patrol, but does include the Chinese space program. Wich comes at around 82 billion USD (About 6 times the size of NASA). The budget for the CSP(Chinese space program) was so vast because the Chinese did not had anything to start with. Thus making the budget needed to catch up with the USA. By 2019 the budget was already cut down to 32 billion USD.
The Chinese needs are as following(For Defence budget)
-Air defence in the Chinese sea, and Chinese main land
-Anti Task force weapons
-Large Amphibious force
-Large coast patrol force (Not from the Navy)
-Space program (satalites, and space crafts)
-Infrastructual inprovements
-Health care Technolegy
-Automated weapons
The chinese indegious navy plan for 2020 looks like(Also includes planned reserve):
Capital ship's:
1x Kirov class super cruiser (Anti Surface/Air/Submerged/Task force aligned)<- The Mighty dragon(Strongest unit) of the navy.
2x Baby-Kirov class cruisers (Anti Surface/Air/Task force Aligned)
4x Super carriers (One class included)
1x Fleet carrier/Training carrier (Varyag)
4x super Landing helicopter deck (One class included)
6x landing helicopter deck (One class included)
6x Landing helicopter deck dual trim (One class included. Also able to operate as a Fleet carrier with 90 aircraft)
12x Landing platform helicopter dock (Two classes included)
Rest of the fleet:
6x Landing platform dock (Two classes included, type 071x4 and type 072 x2)
1x Land based training carrier (CSIC 701st institude, wuhan)
24x Escort carriers (One class included. Around 4->8 aircraft)
2x Task force killer cruisers
6x Fleet defence Cruisers
6x Cruisers
1x Fleet repair ship
1x Ural class Command ship
6x Command/radar ships
12x Fleet replenishment ships
38x Destroyers
65x Frigates
600x Coast patrol (Missile craft's/Fast attack Etc)
34x Large landing ships
43x Medium landing ships
11x SSBN
6->9 SSN
56x SSK
Total of ships around:
975x Capable of fighting/defending itself (Also reserve ships)
1700x Ships in the navy (Including tugs and crane ships etc etc)
(PSS sounds maniac, but the real chinese navy has now already a large force, and 400 of them are small missile boats)
By 2020 the plan was not made completely. With delays on several cases, cancelation and issues with development.
By 2020 the navy reached 650 ships capabale of defending itself or fighting other units.
Wich from those around 67 ships where still in tests/training or lacked aircraft and weapons.
The reason behind this that the vast amount of people and units being made caused issues. Docks where overfilled. New recruits lacked clothing, or reduced time of training.
In the end the lack of training nearly killed the P.L.A Defence group.
By 2017 the heads of Defences called for an emergency Naval harbour and factory builds.
This openen a new Naval/air force harbour in the north, this included many large items:
-2x carrier docks (for Supercarriers)
-1x large dock
-12x medium sized docks
-9x small docks
(Option for 3 more large docks, and 6 small docks).
It also was to include space in the harbour for:
-2x Super carrier (Special arrangements for nuclear ships)
-3x Fleet carriers (LHD/A) (Special arrangements for nuclear ships)
And around 80 other ships, and 100 small missile/fast attack crafts.
The air force also will be finding its spot here. With about space for:
-12x Stealth Strategic Bombers
-36x Stealth bombers
-12x AWACS
-9x Air refuel aircrafts
-16x Transport aircraft
-700x Fighters/fighter bombers
-340x Helicopters
Most of these spots where in use for the Aircraft carriers/LHA/LHD/LPD aircraft, and the navies helicopters.
The Defence area also included 6 new factories, and shipbuilding company.
The factories produced new aircraft and Amphibious crafts (AFV/LCU/LCAC/Rhibs etc)
The Harbour was finished in 2026, and was in full operation. With the opening in 2024 a older naval harbour (smaller) closed for convertion to a conventional harbour.
With a few other projects also ending in around 2020-2030 , the Defence group of PLA could finally finalise its plan for 2020. It was succesfull completed by 2032 and in full operation.
But what they did not think about it the replacement units of the aging units from 1980-2000. These came later in 2040+.
The next replies will contain the Army's equipment, Air force's equipment. And the Navy.
