Yeah, I'm pretty sure, thats what the RFs are supposed to be.
Two of them on the bridge wings would be enough and would follow German practice.

The camo seems to be a mashup of camos worn by Lützow and Nürnberg in 1943 when in Norway. (For Lützow see:

The real ships didn't use that much white like wargaming does, though.

From what I just read about the Hippers, the RFs could apparently also be used as Torpedo directors.
The Hippers had 3 of them btw. (one on the bridge and two on the bridge wings)
