They were to built against the Japanese Kongo-class since they were special for the Far east and Dutch east Indies for sure..

really? but the japanese weren't that of an thread back then, right? or weren't these the ones that were designed in coöperation with the germans?

The main enemies were in Dutch eyes The Japanese, since early 1930s Dutch Naval spi's saw Japan's Navy grow every day. Also when the Japanese leaders ( or high in rang) occupied the Dutch east indies in like saying a political view, the Dutch wanted to defence them against it. Also don't forget The Japanese were the first Asian nation whish won from a European country at sea far, even Chine loss even they got battleships the Japanese didn't in the battle of Yalu. The Germans were not the first point to arm at. Don't forget, you all might don't believe, but The Dutch wanted to defence there self against the Aussies. After they were indepencence from Britain, they wanted a Navy right after it, that was a shot for the grow for a Navy at the Dutch East Indies.

After WW1 the Japanese had very opinion of themselves. They were part of the alliance that won that war, against the Germans, getting many islands and all German possetions in China. After the 1922 Washington treaty they had they werer dealt the short straw (the treaty stipulated 5:5:3 in all major classes which means 5 battleships to both Britain and USA to 3 for Japan). During the early 1930's the Japanese started expanding in China, and they had their eyes on the Dutch East Indies (oil, and so countering Japanese naval units was in fact the reason for the Dutch battlecruisers.
As a side note both the American and British made plans for fighting the Japanese (the American plan Orange for instance).
During the decades between WW1 and 1936 the Japanese were considered the main threat.

From what I read, the 1047-class were meant to counter the IJN's cruiser force, which was comprised of 18 heavy and 27 light cruisers. Oddly enough, the 1047-classes armor was thinner, yet their AA armament was superior to the Scharnhorst-class.
