Lovely ship. Just a small point from page 1
"she was to displace 17,500 tons standard, the minimum size for a capitol ship prescribed by the Washington Naval Treaty of 1922"
Under Washington 'capital ships' were all ships over 10,000tons with guns over 8in - limit 16in. hence the limit on cruisers.
I think you have worked in a term from the London 1936 treaty, which prohibited ships between 10,000 and 17,500tons.
