I think you actually have a pretty good handle on how the style/scale works. There are no glaring style problems that I can see. Your overhangs are shaded a bit more than I'd go with but that's a personal style thing.

You still need a catapult for sea planes. I will send you a link to my 1924 Colorado where you can find a catapult that fits the time frame. You should probably lift the crane that's in the middle from the same drawing, as it can do both the life boats and the sea plane. There is one more thin, but only a minor one. You should add some viewing slits 16 pixels below the bridge, that would be your conning tower. Otherwise, there is not a lot more should can be added to a good design and drawing.

The crane is too modern, it belongs in the late 30s. The catapult is too big and that plane is for 1942 and later. I suggest you use the more compact catapult from the Colorado, and the boat handling crane. You wont have enough space to have two catapults on the side. Put the catapult in the middle, and then put the cranes, one on each side where the aft 76mm gun is now, and then move the gun forward. The viewing slit looks wrong. It's not a porthole, but small holes in an armored conning tower. You should have two of them, 3 pixels tall and 4 pixels long.

What about only having one catapult?

It will be a neccessary sacrifice, dont want too much top weight. A ship of that size wont be as wide as the later cruisers (18m) Yours will be more akin to the Omaha at 16 meters wide. One thing you could do is one between the funnels and one on the fantail.

That crane wont work for the boats and the plane. That crane woll only work if you put a catapult on the fantail. What I mean is the crane standing to the sides of the fore funnel, the really tall one.
