In 1860 the size of the Texas Army was increased from 1400 to 2700 men in uniform. The First Regiment of Infantry, inactive since San Jacinto, was re-established with ten companies. It was armed with one of the best breech-loading rifles of the time:

Selected for the record of ease of use and reliability of the cavalry carbines, the Sharps rifle spent most of its time on the lower Rio Grande, where the First Infantry kept watch on the French forces in Mexico. New carbines replaced the older models in 1863.

Colt pistols continue to be the sidearm of choice for the Texas Army. The 1860 Army was license produced by the Austin Arsenal and could be found on every officer's and cavalryman's belts. They replaced the older, heavier Walker Colts in use since 1847.

The last major weapon system purchased by the Army was 4 field guns for the Field Artillery Battery. The guns, carriages, limbers, caissons, and battery wagons cost a handy sum of $979, the most expensive weapon to date for the Army.

Taking note of the Texas Navy's favorable reports on the British Armstrong guns, the Texas Army selected 12 pounder rifled breech loaders. These field guns moved between the frontier and the border, augmenting the cavalry and infantry where they were needed.

Struck by the same budget constraints as the Navy, the Army suffered no reduction in forces but plans for a second infantry regiment and field artillery battery were postponed.
