I also got it, one of the few naval books I've found in bookstores here in Finland after all naval books quietly dissapeared troughout the 2000's.

As to your speculations...
All I will say is that after reading the article its obvious that the drawing (based on the previously best available) is inaccurate in both details and scaling.
