If there is a description of what sort of armament/armour was to be on the 17,500 tonners you can probably put together a decent ship from that, using known French parts of the time.

So you can, but it will be your own design. From the brief descriptions available, it would have been a reduced Dunkerque, with quad 12in both forward. (Or rather, Dunkerque was the design enlarged, settling for two ships in the tonnage for three 17500 tonners.)
