I think at least some of the hype of the PARLC may have come from Scaled Composites, who built a subscale demonstrator and perhaps were also hoping for a contract on the full-size version.

I think some of the T-46 Eaglet fiasco is partly on their responsibility too (they had likewise built a subscale demonstrator for that program). And I think the "subscale" part was a pretty big contributor -I can't find a source but I read somewhere that their Reynolds numbers were way off. Maybe a little sloppy on their part, but it's something they haven't repeated on their subscale demonstrators since.
