I believe the crossed rails represent a British fixed catapult. The round platform is a turntable to rotate the plane.

Could be, or an American catapult. If it was British it would be a later model as fitted to the Towns. Not sure if the length is correct for that though.

The planned catapult was expected to be a british-style fixed 35 meters long and capable to launching a fully-loaded aicraft at a speed of 140 km/h
